The first thing that gets noticed in this image is the very interesting choice of background colours- cotton candy-esque baby pink and light turquose- the tension between these colours makes the image instantly interesting to the eye, otherwise the soft colours would make it too "girly" and boring.
Both figures stand out by featuring warm colours, unlike the background, but they also bind with it by also using soft pink-ish reds and non primary greens.
The point of focus, though is determined rather roughly- the hood of the upper figure is the darkest point, almost black, and it instantly draws the wiever's eye towards her, and only then direct it to the figure below.
